Joseph C. Swann, PE, is an accomplished infrastructure executive with extensive experience leading complex water and wastewater construction operations across the United States. As Chief Operating Officer, Joe provides executive oversight of project execution, ensuring every project is delivered safely, efficiently, and to the highest standards of quality.

Joe has played an instrumental role in advancing CROM’s operational capabilities. His broad understanding of engineering, construction, field operations, and organizational leadership enable him to align people, processes, and resources to consistently achieve exceptional project outcomes.

A licensed Professional Engineer, Joe holds both Bachelor of Science and Master of Science degrees in Civil Engineering from the University of Tennessee, Knoxville, as well as a Master of Business Administration from the University of Florida in Gainesville.
